Q: Mr. Levesque, tell us about your background and your career?
A: My roots are in Alberta’s oil patch. I was born south of
Calgary in High River and lived in Longview for a few years until
my mother moved the family to her parent’s home in Red Water, a
town north of Edmonton. Mom then moved us to Edmonton so my
sisters and I could start school in the big city. As a teenager, I saw
firsthand the economic impact of the oil and gas boom in the 70’s.
After receiving a diploma in Administrative Management from NAI T,
I soon began my career in the financial industry.
Looking back over the last 30 years, I can say the financial
industry has changed in many ways, and yet the basics rules
of money have not changed. In such a dynamic industry, every
day I realize how much more there is to know and how vast the
opportunity is to add to the knowledge and experience I have
accumulated over the years from my activities in the venture
capital and investment management industry.
Q: Tell us about Qwest and your current business focus?
A: For the last 13 years, I have focused on managing a company
I co-founded, Qwest Investment Management Corp., which markets
managed investment products such as mutual funds and oil and gas
flow-through funds, through dealer channels. Qwest’s subsidiary
company, Qwest Investment Fund Management Ltd. (QIFM), is
registered as an Investment Fund Manager, Portfolio Manager and an
Exempt Market Dealer and, through our EMD, we offer sophisticated
investment opportunities to accredited investors.
Q: Tell us about QIFM’s portfolio management teams?
A: QIFM has a Calgary-based portfolio management team
which manages our oil and gas focused mutual fund and flow-through limited partnerships. QIFM also has a Vancouver-based
quantitative portfolio management team which manages our
quant models and our global tactical balanced mutual fund.
Q: Why did QIFM get registered as an exempt market dealer?
A: In late 2011, we saw a growing opportunity to serve
institutional and high net-worth clients who wanted direct access to
certain of our investment products. We also saw a niche in providing
exempt market dealer services to certain business groups in British
Columbia that required exempt market dealer services.
Q: What is QIFM’s focus in the exempt market?
A: To date, QIFM has used its exempt market dealer
registration to act as agent to raise money through IIROC dealers.
To date, those financings have focused on the oil and gas sector.
QIFM does not have any plans to focus on building a Dealing
Representative team to raise capital for projects. Rather, QIFM
will focus on manufacturing product for EMD dealers, act as
agent for issuers and raise capital through both the IIROC and
Q: Why did you join the Board as a Director of the Exempt
Market Dealer Association of Canada?
A: It was a meeting this spring in B.C. with David Gilkes,
EMDA Vice-Chair and his explanation of the vision, mandate and
goals of the EMDA matched my own views of where this market,
and its industry voice should be going. Shortly after, David
nominated my name and I accepted to be a director of the EMDA
and be a British Columbia voice at the national association level.
Q: Tell us about Knightswood Financial Corp.
A: I am also the president and a director of Knightswood
Financial Corp. which is a publicly traded company, and since
1994, Knightswood has provided a very specific solution for private
debenture issuers whose goal was to offer a debenture that was
eligible for registered plans. For example, clients of Knightswood
include business groups that are issuing debentures to investors
to raise capital for their real estate ventures, farm land acquisitions,
factoring businesses and oil and gas expansion activities.
